本研究は、農業のGDPに占める割合や農業従事者が減少し経済的なプレゼンスが低下し、さらに衆議院における中選挙区から小選挙区比例代表並立制への変更などの選挙制度改革によって、特殊利益の持つ政治的優位性が減少し、利益誘導を通じた組織化がより困難になった21世紀の日本で、農業者団体が組織を維持し、政治的影響力を保持している理由を、農業者団体の組織化戦略を中心に分析することを目的としている。今年度は、21世紀の農業者団体が帯びている党派性や、その構成員の団体に対する忠誠心の在り様を、全国・都道府県レベルの動向に着目し分析することを試みた。農業者組織の発行する年史や出版物を渉猟し、農業者組織がどのような組織化戦略をとっているのかを分析した。農業者団体の帯びている党派性や、農業者組織の構成員の所属組織に対する忠誠心について、21世紀の政権交代期を中心に、農業者組織と政党との関係性の変化の有無を分析した。また、インターネット上で公開されている情報・レポートなどの出版物にも分析対象を拡大した。さらに、オンラインで、20歳以上69歳以下の男女約6,000人を対象としたサーベイ調査を行った。これにより、農業者に加え、社会全体への影響をとらえることを試み、現代日本における農業・農業者保護に対する態度の概要やその条件について、日本という事例全体において、どのようになっているのかを明らかにし、次年度以降の分析の方針の基となる調査を行うことを試みた。
