项目摘要

日米の県－州レベルでの女性政策形成過程を比較し、「女性の政治参加で政策形成は変わったか」を実証することが目的であった。ドメスティック・バイオレンスの政策領域を選定し、第1次ＤＶ計画策定時の政策の推進状況の把握を行った。国内では、先進的と思われる都道県を選んだ。まず富山県高岡市（大海篤子）や愛知県名古屋市（岩本）など、実地調査を行いやすい場所で、ヒアリングのトライアルを行った。先進都道県では、知事のトップダウンに負うところが大きい千葉県・鳥取県と、女性ＮＰＯのイニシアチブに負う所の大きい北海道・岡山県・神奈川県というパターンが明らかとなった。後者では、女性ＮＰＯと議員とのネットワークが、行政とのネットワークに加えて重要であった。武田宏子は、理論的枠組みの構築と方法論の選定を行った。特に新制度論の研究にあたり、「政策ネットワーク」、「政策企業家」、「政策コミュニティ」、「政策の変化とアイディア」に関する既存の研究を整理した。日本の地方政治の場におけるジェンダー政治の現状を把握しつつ、千葉県について調査を行った。鈴木薫と田中洋美は、共同で米国におけるＤＶ運動・政策形成過程における女性アクターの関与・インパクトに関して調査を行った。先行研究を検討し､2013年９月から10月にかけてインタビュー項目を整理した。田中は2013年11月1日から７日、米国ペンシルバニア州とデラウェア州において、シェルター関係者などＤＶ被害者支援に関わる人々、ＤＶ関連法の草案作りに関わった人々を対象に、インタビュー調査を行った。幅崎麻紀子もペンシルバニア州でのヒアリングに参加した。データは整理中である。大津留（北川）智恵子は、米国における州レベル・連邦レベルでのＤＶ政策の展開に関し、政策過程に注目し、連邦議員の地元における女性の権利をめぐる政治文化が、議員の立法行動の差を生んでいることを確認した。
