项目摘要

2016年度、当研究者は、国際連盟や関連する多国間会議での移民や外国人の待遇に関する議論において日本政府や日本代表委員がどう対応したかを検討した。このため当研究者は、外務省外交史料館所蔵の日本政府外交文書を閲覧するとともに、昨年度にイギリス国立公文書館にて収集したイギリス政府外交文書を閲覧した。上記の検討の結果、日本政府は人種差別撤廃案を多国間の場で訴えることには慎重だったものの、外国人の待遇の平等を訴えるという形で既に入国した日系移民の待遇改善に繋がりうる提案を多国間の場で一貫して訴えてきたほか、移民問題を国内問題に解消せず、国際連盟などの多国間枠組みの中で解決できる余地を残そうとした、ということが明らかになった。当研究者は、以上の研究結果を公表するため、日本政治学会研究大会にて研究報告を行った上で論文を執筆し、雑誌『アメリカ太平洋研究』に掲載されるに至った。以上の研究に加え、当研究者は、日本政府と国際連盟の協力関係を支える存在として、国際連盟に関する知識の普及を目指す民間団体として活動していた日本国際連盟協会に注目し、前年度に引き続き、日本政府の外交文書に残っている協会関係記録や、協会の機関紙『国際知識』における活動紹介の記事、昨年度フランス・パリにて閲覧した国際連盟協会連合会関係文書を参照した上で、研究結果を2017年1月に開催された国際シンポジウムにおいて報告した。また、当研究者は、国際連盟事務局次長として国際連盟に深く関わった代表的日本人である新渡戸稲造について、日本においてまだ知られていない英文記事を発見し、同記事の日本語訳と解説を執筆、雑誌に掲載された。加えて当研究者は、2017年2月にジュネーブの国際連盟史料館において短期間の史料調査を行い、国際連盟事務局と日本との関係に関して有用な史料を数多く発見した。
