本年度は、麻薬戦争による治安の悪化が地域労働市場に与えた影響を評価することに目標を定め、まずINIGUEZ-MONTIEL氏が文献サーベイを行ったがMelissa Dell氏がAmerican Economic Review誌に麻薬戦争が地域の治安に与えた影響に関して信頼性の高い研究を行っていることが分かった。一方で、麻薬戦争に伴う治安の悪化が労働市場に与えた影響に関してはいまだに論文としてもまとまった信頼性の高い研究がないことがわかってきた。このような研究の状況を背景にDell氏が用いた地方選挙の結果が麻薬戦争の密度を決し、それが地域の治安状況に影響を与えたことを自然実験として用いて、治安の悪化が労働市場にどのような影響を与えたかを調べることとした。この研究計画に基づいてINIGUEZ-MONTIEL氏はメキシコ各地方自治体の選挙結果のデータを収集するとともに、統計局が行う労働力調査の個票を入手してデータセットを構築し、推定を行っていった。地方自治体の選挙結果を説明変数とし、治安状況を被説明変数とした実証分析においてはDell氏が発見したように与党の勝利が麻薬戦争を活発化させその結果として殺人件数で代理される地域の治安を悪化させたことが明らかになった。一方で、地方選挙の結果が雇用・賃金・労働時間・職種などに与える影響を調べてみると、ほとんど労働市場変数の反応が見られないことが明らかになった。これは推定するモデルを選挙結果が出てから1年間の期間に拡大するなどタイムラグが存在するような定式化にしてに変更しても頑健な結果であった。この結果は少なくとも地域の治安悪化が雇用状況に直ちに影響を与えるものではないかった点を明らかにするものだったといえる。
