本研究では、韓国在住外国人の急増を背景に、韓国政府が近年、矢継ぎ早に活発に推進している「外国人移民者」政策と、海外に居住する「韓国系移民者」包摂政策の目的と特徴、政策推進の背景について明らかにすべく、韓国政府が国内在住の外国人移民者を対象として推進している「社会統合政策」と、国外に居住する韓国系移民者に対する「在外同胞政策」を分析対象として、政策の推進の背景、目的と方向性、課題について考察した。一連の政策推進の背景には、急速な少子高齢化の進行と、それにともなう人口減および国力の低下に対する大きな危惧がある。韓国政府が外国人政策を大きく転換したのは、少子高齢化の深刻化と生産年齢人口の減少に対する懸念が生じた2000年以降のことである。以後、非熟練外国人労働者を合法的に受け入れる「雇用許可制」の導入をはじめ、各種の外国人政策と移民の「社会統合政策」が矢継ぎ早に打ち出されている。その過程で政府は、それまでの「単一民族神話」を否定し、「多民族・多文化社会」を標榜し「社会統合政策」の強化を通じてた新たな「国民的アイデンティティ」の構築に乗り出している。それと連動するように、韓国政府は国政課題として、在外同胞と韓国との連係を強化するための「グローバル・コリアン・ネットワークの構築」を推進しており、韓国系移民者の包摂を積極的に進めている。各国の韓人会への財政的支援や、条件付きで韓国系移民者に重国籍を許容し「韓国民」の範囲を拡大するなど、領土と国境を越えたトランスナショナルな「在外同胞包摂政策」を推進している。近年、最近一連の移民政策に対し、韓国社会では最近それまでは見られなかったバックラッシュが起きつつある。こうした反発は、政府による新たな「国民的アイデンティティ」の構築の動きとどのように連動していくのか、韓国社会にみられる「国民」意識の変容に着目して解明する必要がある。

Financial support and conditions for the Korean National Association of various countries will allow Korean immigrants to attach importance to their nationality and promote the policy of "overseas compatriots" in the field of "Korean citizens". In recent years, a series of immigration policies have been introduced in Korean society. The government's efforts to build a new "national" consciousness are essential to the Korean society.
