项目摘要

本年度は「規制当局・企業間での戦略的コミュニケーションが環境政策手段の選択に与える影響に関する研究」に新たに取り組んだ。通常、規制対象企業の生産技術や汚染削減技術に関する情報は規制当局には観察できない当該企業の私的情報であり、規制当局は企業のもつ技術に関してある程度の不確実性を抱えたまま政策決定を行わざるを得ない。こうした情報の非対称性が存在する状況下での最適な環境政策の問題についてはこれまでにも多くの研究が行われ、特に「“排出税”と“排出権取引（または直接規制）”ではどちらがより高い効率性を達成できるか」という点に大きな関心が寄せられてきた。本研究では、この「情報の非対称性下での政策手段の比較」という研究の文脈において、規制当局と規制対象企業との間での戦略的なコミュニケーションの可能性を考慮した分析を行った。規制当局が事前に詳細な政策メカニズムにコミットすることができない場合、規制当局と企業との間でのコミュニケーションは「チープトーク・ゲーム」の構造をもつ。本研究では、規制当局が排出税を用いる場合には正確な情報伝達が行われない一方、排出権取引（または直接規制）を用いる場合には正確な情報伝達が行われ、規制当局がより正確な政策決定を行える可能性があることを明らかにした。本研究の結果は、規制当局・企業間でのコミュニケーションの可能性がある場合には、既存研究の結果に比べて排出権取引（または直接規制）がより望ましい政策手段になる可能性があることを示唆している。本研究の内容をまとめた論文“Prices versus Quantities with Strategic Communication between Government and Polluting Industry”は近日中に完成予定であり、研究セミナーや学会での報告を行ったのち、国際学術雑誌へ投稿を行う予定である。

This year, a new group was selected for the study of environmental policy options and impacts between regulatory authorities and enterprises. Generally, regulatory authorities examine information related to a company's production technology and pollution reduction technology, and when the company's private information is used, regulatory authorities determine the extent to which policy decisions are made. The problem of optimal environmental policy under the condition of asymmetric information exists. In this paper, the author studies many problems, especially "emission tax" and "emission tax introduction (direct regulation)". This study is based on the "Comparison of Policy Instruments under Information Dissymmetry" and the analysis of the possibility of considering the relationship between regulatory authorities and regulatory target enterprises. The regulatory authority shall specify the policy in advance, and the regulatory authority shall specify the structure of the enterprise. In this study, the possibility of correct information transmission and correct policy decisions by regulatory authorities is discussed. The results of this study indicate the possibility of regulatory authority and firm interaction, as well as the possibility of existing research findings comparing with those of direct regulation. The content of this research paper "Prices versus Quantities with Strategic Communication between Government and Polluting Industry" has recently been completed. The report of the research institute has been published. The contribution of international academic journals has been published.
