项目摘要

まず、1年目に行った、「日本の地方部の中小旅客鉄道事業者の費用決定式の推定」を再実行し、結果を再考察した。その際に、費用要因として平均線路本数、定期外（定期券不使用）旅客割合、車両種類数等といった輸送サービスの特徴（質）の事業者間差異を明示的に式に含めることでより精緻な分析を試みた。事業者レベルのマイクロデータを用いた分析の結果、主に通勤・通学客以外（観光客等）を輸送する事業者において固定費用（総費用の中で輸送量に関係なく発生する施設・車両維持費等）が高いことが明らかになった。次に、軌道改良（コンクリート枕木化等）を行うと鉄道事業者の生産性が、何年間で何%変化するかを計測した。軌道改良の実施後、生産性が変化するまでには保線作業員の熟練等を要するので、ある程度の期間が必要である。これを明示的に反映させた計量モデルを設定することで、分析の精緻化を試みた。分析の結果、事業者のコンクリート製枕木の採用率を毎年1%ずつ増加させると、11年後には生産性が合計1.154%上昇することが明らかになった。続いて、どのようなタイプの利用者を中心に輸送する鉄道事業者が非効率的な営業を行っているかについて分析した。その際に、各事業者の異質性（分析期間中不変）と非効率性（分析期間中可変）を分離し、より精緻な分析を試みた。結果として、事業者保有路線総延長に占める1乗車当たりの利用距離が短い利用者を中心に輸送する事業者や、通勤・通学客以外の利用者を中心に輸送する事業者は効率性が悪いことが明らかになった。以上より、特に通勤・通学客以外（観光客等）の利用者を中心に輸送する事業者は、不要な施設や設備を削減すること、また、事業者は枕木のコンクリート化を進め、政府は以前から実施している「コンクリート製枕木化に対する補助金交付」を継続することで、事業者のパフォーマンスや長期的な存続能力の改善につながる可能性がある。
