项目摘要

「交通の質」に関する議論はこれまであまり明示的に行われておらず,交通密度等それと比較的高い相関性を有すると考えられる交通状態変数により「サービス水準」として便宜的な区分がなされていた程度である.しかし,「交通の質」を道路交通の計画・運用の評価指標として明示的に取り扱うべきとする要請の高まりと新しい分析技術の開発により,新たな展開の可能性が開かれつつあり,国際的な共同研究を実施し交通サービスの質に対する利用者の認識・評価を的確に把握する方法論を確立しようとする気運が高まってきた.そこで,本研究ではその基礎となる研究フレームを構築すべく,8名の国内研究者および独,米,加の6名の海外共同研究者で企画調査を行った.具体的には,まず各国における交通容量マニュアルのベースとなっている考え方を抽出して国内外における「交通の質」の評価に関する"社会的要請"とその背後にある状況を列挙・整理し,検討対象の明確化を図るとともに,既往研究のレビューを行い,研究課題に関する現時点における研究の到達範囲を整理した.これと並行して,研究組織を構成する研究者(代表者,分担者,海外研究協力者)の研究アプローチと対象領域を整理し,現時点における研究の欠落領域と重点的に取り組むべき領域を明らかにした.次いで,交通の質を規定するとして採用されている評価指標とその支配要因ならびにモデル構造を比較検討し,定量分析の基礎となる行動実態観測および意識データを統一的な観点から体系的に収集するため,既往研究等を参考にして調査項目や測定尺度,調査手法等を規定する共通の調査フレームを構築した.以上を基に,主として日本側研究者が取り組んできた「行動分析に基づく効用アプローチ」と,独・米・加の研究者による「意識調査に基づく統計アプローチ」を有機的に組み合わせた研究フレームを構築することができた.

"Traffic quality" is related to the discussion of "traffic quality" and "traffic density" is related to the comparison of high correlation. In parallel, the research organization is composed of researchers (representatives, contributors, overseas research collaborators), and the research areas are organized, and the current research areas and key areas are selected. Secondly, the quality of traffic is regulated, and the evaluation index, the dominant factor, and the structure of traffic are compared and discussed, the basis of quantitative analysis, the behavior measurement, and the consciousness are unified, and the system is collected, and the previous research is referenced, the investigation items, the measurement scale, and the investigation method are regulated, and the common investigation is constructed. In the above context, the main Japanese researchers have chosen to organize the "basic analysis" and the independent researchers have chosen to organize the "basic statistics" of the consciousness survey.
