项目摘要

昨年度から継続中の研究課題としては①1990年代初頭にスイスの新自由主義改革を基調づけたとされる「白書」の研究、②1990年代のスイスの社会政策、とりわけ年金政策関連の政策・制度変化に関する研究、の二つを行った。前者はリバイスを重ねたうえで、日本財政学会の学会誌『財政研究』から出版された。後者についてもリバイスを重ね、社会政策学会の学会誌『社会政策』から査読付きで刊行されることが決定した。これらに加えて、昨年度『財政研究』で公刊されていた論文は、日本地方財政学会佐藤賞を受賞した。本年度からの新規の研究課題として、1990年代スイスにおける労働政策の展開を、日本との比較を視野にいれつつ研究した。本課題に関して、若手研究者海外挑戦プログラムにも採択され、７月までフリブール大学での長期滞在を行った。この間、連邦政府アーカイブでの資料収集、当時の政策担当者へのヒアリング調査、ザンクトガレン州政府アーカイブにて一次資料の収集を行った。これらの調査を通して、日本とスイスでは90年代初頭に同質の課題を抱え、対処としても積極的労働市場政策における民間活用、と一見して類似しているが、政策評価の価値尺度について大きな相違点をかかえていた事が明らかになった。日本ではNPMに基づく費用対効果による評価軸が優位であるのに対し、スイスでは訓練内容に関する質的な評価軸が州レベルで優勢であり、中央政府によるNPMに基づく評価・統制は州の反発により取り下げられている。さらに、職業訓練所の相談員の雇用とそれに関する財政支出についても違いが観察され、こうした相違の背景を、連邦・州の二つの次元における制度変化・政策決定過程の分析より明らかにした。同果はフリブール大学の学内のコロキウムにおいて現地研究者のフィードバックを受け、日本財政学会、およびSSHAで報告し、現在査読論文投稿にむけて改稿を重ねている。
