本研究は、遊牧・山岳・先住民地域等におけるリモート教育のあり方を探求し、地域特性と社会変容に適合し、防災、リスクコミュニケーションなど、レジリエンスの強化にも資するモデルの構築を目的とする。2022年度は、放送大学とモンゴル国立大学（NUM）の間の大学間包括協定に基づき、奈良がNUMを訪問し副学長らと協議を行い、稲村と現地協力者のバトトルガ教授による調査でこの数年間の進展状況を把握した。NUMでは、moodleによるオンライン授業（2科目）の試行を行い、100人程度が参加したが、徐々に減少し最終的には少数のみが修了できた。課題が大きいことが判明したが、一方でリモート教育の意義を確認し、新たなシステムの開発を始めたところである。また、石井が、北西部遠隔地域のフブスグル県で、リモート教育のニーズの調査を実施した。コロナ禍により教育現場ではPCや通信環境が急速に整ったが、PCやWiFiがない家庭（特に遊牧民）は多くオンライン授業に参加できないなどの課題がある。しかし、総じてリモート教育の利点、可能性への期待が高いことが確認できた。小貫は、これまでに、（在日ブラジル人児童の教育に携わる）在日ブラジル人の教師養成のためのリモート教育プログラムをマトグロッソ大学と東海大学との間で実践した経験がある。その経験をふまえて、2022年度は、在日ブラジル人の教育等に関するニーズや可能性を探った。小貫の専門であるセクシュアリティやジェンダーに関する教育の必要性は高く、そのための実践の仕組みについて検討を重ねた。ブータンに関しても、放送大学とブータン王立大学との間で交わした大学間協定に基づきCOVID-19パンデミック前に進めていたGNHをコンテンツとしたリモート教育プログラムについての再開を決め、今後の実施体制を整えた。さらに、今後の研究の展開のため、ニュージーランド先住民の調査も実施した。

This study aims to explore the ways of education in nomadic, mountainous and aboriginal areas, and to explore the ways of regional characteristics and social adaptation, disaster prevention, rehabilitation and strengthening of resources.
