本研究の目的は、地方自治政策の決定に国政政治家がどのように関与しているのかを解明することである。比較政治学では、個別の地方政府の利益を国政に反映させるルートとして、政党組織を通じた政党ルートが機能するとされてきた。しかし、個別の地方政府ではなく、地方全体にかかわるような「地方利益」をだれが国政に反映させているのかについては、明らかになっていない。そこで、本研究では、政党ルートが機能しないカナダにおける連邦議員の前職に注目し、「地方政治出身の国政政治家が地方自治政策の決定に関与しているのか」という課題に取り組む。以上の目的を達成するために、研究初年度として、分析枠組みの完成に向けて先行研究の把握を行った。その中で、理論枠組みについては、政治家の中央地方間での移動に焦点を当て、連邦議員の前職に関するデータセットを整備することとした。さらに、先行研究に関して、カナダの政党組織は連邦と州で分断されている一方で、政治家のキャリアパスについては十分な研究が行われていないことが明らかになった。特に連邦と州をつなぐ政治的回路として、政治家が果たす役割については、研究が行われていない。本研究プロジェクトは、この先行研究の課題を解決し、カナダ政治理解に貢献できる可能性が高い。これらの成果を踏まえ、翌年度に論文として取りまとめカナダの政治学者からコメントを受け発展させるために、2023年9月に開催されるプレーリー政治学会での研究報告に応募した。
