2022年度は、18・19世紀における英国内閣の審議や決定原理を解明することに専心した。その過程で、日本における大部分の研究においては、明治時代から今日にかけて英国の内閣自体を研究はしてこなかった。明治時代においては、英国ではたしかに、ウォルター・バジョットが書いたような「内閣政府」と呼ばれることはあったが、その決定原理においては、バジョットは十分ではなく、その不十分なバジョットの整理が日本において紹介され、内部的な決定原理自身が明らかにされることはなった。むしろ、バジョットの有名な『英国憲法』が出版されたのと同じ年に、法学者のハーンが内閣内の決定原理や歴史について詳しくまとめて、英国では出版されていた。その内容では、英国内閣では、多数決による決定がたびたびあったにもかかわらず、そうした歴史については、日本ではバジョットに頼ったがために十分に明らかにされることはなかった。また、英国では、変化に対応するために、その頃から今日まで、内閣や首相に関しては一切法律もなく、法的文書も存在しない。それとは反対に、日本では、内閣や総理大臣を「内閣官制」のような勅令において役割を定義した。2022年度は、そうした研究成果を、『歴史から学ぶ比較政治制度論』としてまとめようとして、その執筆に時間を費やした。また、それとの関連では、2019年の英国総選挙におけるジェレミー・コービンに関して、「引き裂かれた左派ポピュリズム・イギリス労働党」（渡辺博明編『ポピュリズム、ナショナリズムと現代政治』（ナカニシヤ出版）所収）を執筆し、22年度3月末に発表した。
