本研究は戦後日本のインテリジェンス（情報）史に関わる基礎資料収集と基礎研究を主眼としている。これまで同分野では公文書や回想録等の資料は全く整備されていない。他方、最近になって日本国内に元実務家による記録や公文書が私蔵されていることが判明した。本研究の目的はこれらの貴重な一次資料を体系的に収集して目録を作成、さらには内容をすべてデジタル化して、世界中の研究者からのアクセスを可能にし、将来的にはこれら資料に基づいた実証的な学術研究を行っていくことである。令和4年度には2019年に他界された元内閣情報調査室職員の志垣民郎氏と、2021年に他界されたジャーナリスト、吉原公一郎氏の自宅での資料調査、並びに資料の持ち出しを行った。志垣氏は元文部官僚であったが、内調に片道切符で出向してから定年まで多くの記録を残し、部内の文書も自宅に保管していた。氏の資料は、1960～70年代を中心に幹部として関わった広汎な業務の公文書と、本人の日記から成る。吉原氏は1978年に内閣情報調査室に関する著作『謀略列島』を発表しているが、これは部内からの流出情報を基に執筆されており、その資料が自宅に大量に残されていることが判明している。令和4年度には、両者の自宅を訪問し、ご遺族の了承を得て、資料を借り出すことができた。今後は資料の精査、並びに劣化が激しいことから資料のデジタル化を進め、この分野の研究を進めていくことにある。

This study focuses on the development of basic data sets and basic research in Japan. The data in the same field, such as official documents, memoirs, etc., are completely prepared. Other parties, the recent Japanese government official records, and the private sector have been identified. The purpose of this study is to create an inventory of valuable primary data systems, to transform their contents, to make it possible for researchers in the world to access them, and to conduct academic research in the future. In 2019 and 2021, the staff of the Cabinet Information Research Office of the Ministry of Foreign Affairs of the People's Republic of China conducted data research on the home of the Ministry of Foreign Affairs of the People's Republic of China and the Ministry of Foreign Affairs of the People's Republic of China. Yoshihara's 1978 Cabinet Information Office related work "Strategy Islands" was published in 1978, and it was found that there was a large amount of information left in the house. In the future, we will conduct detailed investigation and research on data degradation.
