项目摘要

令和4年度は、第一に、困難を抱える子ども・若者の支援において教育委員会と福祉系部局との連携を効果的に促進している事例として滋賀県湖南市を取り上げ、そのなかで高校生世代への支援の在り方についても焦点を当てた研究を行った。具体的には、個別の指導計画を用いた発達障害のある子どもを対象とする支援システムを、不登校や貧困、外国籍の子どもにも応用し、乳幼児から高校進学・就労に至るまで途切れることなく支援する体制がいかにして維持されているのかを、多機関連携の３つの視点（「場」「人」「制度」）から分析し、さらに「人」の側面に関しては境界連結者の概念を用いた分析を行った。分析の結果、湖南市では、発達支援システムの作動を円滑にする条例・規則等が整備されていることや、福祉系部局の発達支援室に教員出身者を室長として置くこと、さらに室長経験者が学校・教育委員会に戻ってくる人事配置を通して、発達支援システムが維持されていることを明らかにした。本研究の成果は、日本教育制度学会第29回大会自由研究発表にて「教育と福祉の連携を促進する組織体制とその効果的な運用に関する研究」と題して発表したほか、令和5年度には書籍（共著）および国際機関（OECD）のレポートにおいて公表される予定である。第二に、困難を抱える子どもの包摂に関して、学校外の「別の学びの場」の拡充と、学校自体のインクルーシブな「共通の学びの場」への転換という相反する2つの方向性があるなかで、どのような原則に基づいて自治体が施策を行っていけばよいか、規範的な研究を行った。ここでは、A・センの議論に即し、上記の立場を両立させる原理として「教育機会の利用可能性の保障」を提示し、そこから導かれる自治体施策の在り方について考察を展開した。本研究成果は令和5年度中に書籍（共著）として公表される予定である。
