本研究は、教育社会学と地域社会学を繋ぐ新たな視座を構築しながら、教育機会確保法後の不登校の学外施設を取り巻く官民協働の地域間比較を行うことで、不登校支援におけるローカルガバナンスの総合的な解明を目指すものである。この目的のもと、令和4年度は以下の2つの課題に取り組んだ。（１）理論枠組みの構築：当初の計画通り、教育社会学などの不登校関連文献を整理するとともに、地域社会学や政治学・行政学などの関連領域と欧米のガバナンス研究からローカルガバナンス関係の文献を網羅的に検討し、不登校支援を分析するための理論枠組みを整理した。（２）事例調査の予備調査：当初の計画では令和4年度に都道府県・民間施設を対象とする質問紙調査の予備調査を実施する予定だったが、ある県の調査協力者との関係が築けたため、令和6年度に予定していた事例調査の予備調査を前倒しで実施した。同県は教育機会確保法施行以降に、民間主導で官民の不登校支援の連携が進んでいる地域である。調査としては、同県を訪問して民間施設の関係者2名に聞き取りを実施し、行政・学校・民間施設の連携における現状と課題、フリースクールマップ作成の経緯、支援現場からの教育機会確保法の評価、などを伺うことができた。令和5年度は調査対象を増やしながら引き続き同県の調査を進めていく予定である。あわせて、令和4年度に見送った質問紙調査の予備調査を実施して、都道府県・民間施設を対象とする質問紙調査に着手する計画である。
