项目摘要

人口減少が進む地域において、様々な取り組みにおける人材不足は深刻である。一方で、コロナ禍により急速に普及したオンラインコミュニケーション技術は様々な人材を空間を超越して結びつけることを可能とした。こうした中で、地域が自地域の維持管理に必要な労力を現実的な水準にするためには外部からの人材獲得のみならず、ICT技術を活用した地域管理の効率化なども必要である。そこで、本研究では過疎化の進む地域において具体的にどのような技術導入のプロセスが妥当であるのかを明らかにすることを目的として研究を進めた。まず、以前からICT技術を地域産業に導入していた徳島県上勝町において、タブレット端末を活用した出荷システムの社会実験に参加した農家等にヒアリングを行ったが、社会実験期間の終了と同時に多くの参加者がタブレット端末を手放している実態がわかった。またその理由として通信費用の負担があることがわかった。また、近年自治体DXに積極的に取り組んでいる広島県神石高原町における導入状況などの調査も行った。各地で「デジタル人材」を導入することで自治体DXを進めている例が多い中、内部人材が手動することによるメリットを確認できた。こうした調査結果から、地域におけるICT技術の導入の際には先端的な技術導入以前に、内部人材の育成を図りながら組織の機運醸成を前段として進め、同時に地域社会においても積極的に取り組む活動の支援を行うことで、官民双方で機運を醸成していくCorporate Transformation/Social Transfromationの発想の重要性を確認できた。政府主導でデジタル人材の派遣が進められる中、内部人材によるICT技術保有起業とのコミュニケーションが地域におけるICT技術導入の上で重要であることを確認した。
