项目摘要

平成9年度においては、前年度の研究を踏まえて、研究代表者と研究分担者それぞれの専門領域から問題にアプローチするとともに、意見交換を行った。研究代表者は、我が国における中央地方関係についての研究を軸に、現代国家における対内的主権に関する考察を進展させた。特に近年のアジアの経済発展とその背景にある社会変動との比較、日本との相互作用の分析を重視して、前年度からの継続として、外国人住民登録、地方公務員国籍問題についての研究を進展させた。同時に、利益政治の変容という観点から、最近の圧力政治の変化を実証的に分析する試みにも取り組んでいる。研究分担者は、前年度に引き続き、冷戦後の国家に対する脅威概念や安全保障の諸問題について、日本の現状分析とその歴史的背景に関する分析を中心としながら、アメリカ、アジア、ヨーロッパ諸国との比較のための資料を収集した。それら資料の多くはコンピュータに入力され、整理されつつある。以上のような資料収集・整理を踏まえて、研究分担者は、1970年代に唱えられるようになった「総合安全保障」の概念が冷戦後の安全保障を考える理論的フレームワークとして有効であると認識するに至り、そうした角度から研究をまとめ、その一部を公表した。以上のような研究代表者、分担者それぞれの研究から、現代国家における主権が、近代的なモデルでは捉えきれないような、さまざまなレベルでの同意と決定のミクロな積み重ねからなる多元的な構造となっていること、また、国際関係は複数の独立した主権の相互作用としてのみならず、複数の主権が重なり合いながら作用する機能する場として存在していることを確認した。同時に、こうした現象を把握するためには膨大な研究の積み重ねが要求され、一層の研究の必要性も再確認された。
