项目摘要

研究・実践が先行しているアメリカソーシャルワークの文献を中心にレビューすることによって、エンパワーメント理論の実践への適用について検討した。さらに、前年度実施した保健・医療領域のソーシャルワーカーを対象とした調査結果をもとに、わが国におけるエンパワーメントを志向したソーシャルワーク実践の展開の現状と可能性・課題を探るために、多様な社会福祉実践の領域のソーシャルワーカーを対象にして質問紙票を用いて郵送調査を実施した。その主な内容は、エンパワーメント概念及びエンパワーメントアプローチの概念・方式の認識度・実現度である。その結果以下のようなデータが得られた。(1)エンパワーメント概念にかんしては、個人的パワーの認識・グループ活動・政治的認識・社会変化にむけての行動の認知という4つの構成要素からみると、全体的傾向として認識度は比較的高い。(2)エンパワーメントアプローチの概念・方式について全体的に肯定的にとらえているが、実現度は低くなる傾向にある。(3)認識レベルと実践レベルとの間に不一致を生む背景には、勤務機関・施設の組織形態、実際の業務内容、社会福祉制度の現状、クライエント自身の意識等の複合した問題がある。わが国の風土・ソーシャルワークの歴史的背景を視野に入れて社会福祉専門職の共通基盤を確立し、実践現場の環境の現実を踏まえて、エンパワーメント理論と実践を繋ぐ作業-それは実践現場と理論研究との相互浸透を含む-を積み重ねていくことが、エンパワーメントアプローチの日本的展開には不可欠であるという見解に達した。なお、エンパワーメントアプローチの適用について、保健・医療領域のソーシャルワーカーを対象にした調査の結果については、以下の方法で発表を行った。(1)日本社会福祉学会第46回全国大会、1998年10月(2)福岡県立大学紀要第7巻1号、1998年11月
