项目摘要

本研究の目的は、日本型福祉国家における家族政策の後進性に焦点を当て、なぜ日本では家族政策の発展が遅れたのか、その要因とメカニズムを政治学的に解明することにある。この重要な問いに取り組み、福祉国家の政治研究に対して理論的な貢献を果たそうとする。この目的の達成に向け、2022年度は企業・使用者と福祉国家の形成・発展との関連性を問う企業中心アプローチに基づく先行研究を渉猟し、これまでの到達点と残された課題の抽出を行った。従来の福祉国家研究では組織化された労働運動と、労働組合を支持母体とする社会民主主義政党の役割に焦点を当てる権力資源論が有力な理論的枠組みとして流通してきた。これに対して企業中心アプローチは、企業・使用者側の役割に焦点を当て、権力資源論に批判を加えている。企業中心アプローチによれば、使用者側も実際には福祉国家制度の形成に対して常に反対するわけではなく、労働者の確保・維持やリスクの再分配といった観点からすると企業側にもメリットがあるため、それらの制度を支持する場合もあることを明らかにした。しかしながら、これらの研究の多くは、そもそも企業がなぜ影響力を及ぼすことできるのか、実際にどの程度の影響力をもつのか、これらの基本的な点に関してはあまり詳細に究明してこなかった。福祉国家の政策過程における企業の態様を解明するには、こうした企業の権力行使の理論的考察が欠かせない。にもかかわらず、従前の諸論考では権力そのものの検討が十分ではなかった。企業中心アプローチは構造的・制度的要素よりもアクターの主体性を重視してきたが、福祉国家の構築において、企業が重要な役割を担っているのだとすれば、それを可能にする構造的あるいは制度的な権力をも射程に含めながら、より長期的な視点から分析する必要があるだろう。
