项目摘要

2023年1月に「日本の対韓経済制裁をめぐる対立の連鎖－経済的相互依存の「武器化」と錯誤」を『日本の経済外交：新たな対外関係構築の軌跡』(勁草書房）において発表（共著)した。本論文は、日本の韓国に対する経済制裁をめぐる対立の原因を探ることで、日韓の通商政策の比較において示唆を与えるものであった。日韓の対立が激化した要因を探る際、本論文ではヘンリー・ファレルとエイブラハム・L・ニューマンの提起した「武器化された相互依存（weaponized interdependence）」の概念を援用した。この議論によって、日韓が経済的相互依存関係を築きながらも対立した背景と、経済と安全保障との関連を探ることを目的とした。具体的には、経済制裁の実施国とその対象国との錯誤、すなわち意図の相互誤解のメカニズムを捉えたものであった。それは、経済安全保障に対する考察にもつながったとされる。対立激化の要因は、日本が対韓措置に関してその意図を明示しなかった点と日本の措置の目的・手段関係に不均衡があった点に見い出せた。同時に韓国で日本の真意を把握するのが難しくなり、韓国国内にも元来それを阻害する要素が存在した。さらに、多元的なコミュニケーション・チャネルが、日韓間に欠けていた点も明らかになった。経済的相互依存論の観点から、日韓両国の政治過程を検討し、どのように錯誤が生じて対立が激化していったのか、その要因を明らかにしたことが本年度の主な研究成果として挙げられる。
