貿易自由化政策をとる国・時代がある一方で、自由化の停滞・保護主義に向かう場合もあるのはなぜか。本研究は、国内のアクターに注目し、貿易自由化の社会的条件について、理論化と実証を目指すものである。本年度は研究計画の通り、自由貿易に対する一般市民の態度について、日本でインターネット・サーベイ実験を行った。貿易自由化の帰結についての不確実性に鑑みて、「一般市民は、貿易協定についてのどのような情報を勘案して意見を形成するのか」という点を明らかにするものである。近年主に米国で行われてきた研究によれば、個人の経済的立場のみならず、ナショナリズム感情や国内格差への懸念などが態度に影響する。しかし、相手国と自国との関係性・相対的な利得など、貿易協定にまつわる具体的な情報、特に国際政治上の情報がどのように市民レベルで考慮されるのかは不明であった。サーベイ実験の結果、特に興味深かった点は以下の通りである。第一に、物価の下落度・国内セクター間の格差拡大等の要素に並び、国家間の利得格差も協定への支持態度に影響を与えることが分かった。ただし、相手国よりいかに得するかではなく、人々が国家間の「公平性」を考慮する可能性が示された。第二に、特に相手国が軍事的な競合相手・脅威となる場合には、相対的損失の出る貿易協定(絶対的な利得が見込まれつつも、相手国と比して利得が少ない協定)への支持が落ちることが明らかになった。これは、貿易と安全保障との関連性という研究分野・そして広くはリアリズム対リベラリズム論争の中核となった議論に対し、個人の選好レベルでの検討を加えるものである。現在、これらの結果を踏まえたワーキングペーパー(英文)を執筆中であり、今後は米国での調査も視野に入れてプロジェクトを発展させていく予定である。
