前年度まで新型コロナウィルスの蔓延に伴う所属研究機関および渡航予定先の渡航規制が継続していたが、本年度の夏季頃から段階的に規制が緩和され始めた。それに伴い、昨年度実施できなかったウガンダにおける現地調査を8月から9月にかけて実施し、ネパールにおける現地調査を2月に実施することができた。ウガンダにおいては恩赦委員会の活動状況に加え、前年に国際刑事裁判所（ICC)で第一審判決が出されたオングウェン事件に関する議題とされていた元子ども兵に対する正義の追求について調査を行った。現地では子ども兵の帰還事業に携わる実務家やカンパラのICC現地事務所と協力関係にある市民社会団体職員などにも聞き取り調査を行った。また、現地で出会った研究協力者に実際の元兵士に対する恩赦セレモニーへの出席ならびに国際移行期正義センター（ICTJ）らが共催するシンポジウムに出席し、関係者に聞き取り調査を行った。ネパールにおいては、最高裁判所により広範な恩赦を許容するものとして活動の是正を促す判決が出された後も抜本的な改善に至っていない同国の真実和解委員会（TRC)の動向を中心に聞き取り調査を行った。聞き取り調査では同国の人権委員会の職員ら、公的機関で移行期の正義に関わる取り組みを行っている者に加え、被害者団体のスタッフにも聞き取り調査を行うことができた。以上の研究活動に関連して、前年度から恩赦に関連する事項として取り組んでいた「不処罰の溝」に関する研究を行い、日本国際政治学会で特にICCの活動と関連づけた学会報告を行った。また、特にオングウェン事件で元子ども兵に対する正義の追求が正当化された論理に焦点を当てた論考を日本国際政治学会の学会誌で発表すると共に、ウガンダでの現地調査結果を含む論考について、国際学会であるInternational Studies Associationで口頭報告している。
