水害版の「避難訓練チェックリスト」の開発を遂行した。水防法の改正により、要配慮者利用施設には避難確保計画の策定とそれに基づく避難訓練の実施が義務づけられるようになった。そのため、要配慮者利用施設に指定されることの多い学校にとって、水害に対応した避難確保計画及び避難訓練の実施は喫緊の課題であった。地震火災版の「避難訓練チェックリスト」は避難訓練における避難行動のみを評価するものであったが、水害版「避難訓練チェックリスト」については学校の避難確保計画について自体も保護者や地域住民等とチェックをできるものとした。それにより、当該避難所に避難する可能性のある保護者・地域住民等の意見も踏まえた避難確保計画の作成・改善ができる仕組みを開発し学校に提案した。加えて、各学校の防災担当教員からの聞き取り結果をふまえ、「避難訓練チェックリスト」における児童生徒版を開発した。これは、児童生徒等が評価者として避難訓練を観察する活動である。これにより児童生徒等の意見も取り入れた避難訓練の改善が進み、より主体的に学校の避難訓練に参画する態度を養うことにも繋がる。更に、児童生徒等に対する防災教育にも活用できる。これまでの避難訓練においては、児童生徒等の事後学習は自身の避難行動のふり返りが主であったが、自身の学級や学校全体の避難訓練を俯瞰することにより、訓練自体に対する更なる気づきや、これまでの自身の避難行動を新たな視点でふり返ることも可能にするものである。
