本研究は、原始からほぼ変わらぬ形で素潜り漁を生業とする「海女」が、如何に地方活性化の要となり得るか、その潜在力を提示し、過疎高齢化の進む漁村地域の活性化の一助となることにある。海女の潜在力とは、その潜水技術や資源管理のみならず、それらを支える女性を中心とした共同性（社会関係資本）、並びに、その地域・継承活動にこそある。そして、このような海女の存在は、海女自身も含めて過疎高齢化の進む漁村地域の活性化の要となり得ると考えられる。その潜在力を提示するため、本研究では、海女文化の振興を謳う地域、並びに、海女漁の多く行われている地域である12県13地域（石川県輪島市、福井県坂井市、鳥取県鳥取市、岩手県久慈市、静岡県下田市、宮城県石巻市、三重県鳥羽市・志摩市、徳島県美波町、千葉県南房総市、山口県長門市、福岡県福岡市、長崎県壱岐）において、その共同性の在り方と地域・継承活動についての実態調査、対象としては、海女、海女の所属する漁業協同組合や地域共同体（自治会等）、地域行政（県及び市町村）等に対するアンケート及び聞き取り調査を行い、地域活性化への潜在力（地域力）について考察してゆくものである。先ず、2021年度は、上記内容に関するアンケート及び聞き取り項目の作成、調査対象者の具体的選定等を行い、先ずは文面によるアンケート調査、並びに、アンケート・データの集計及び分析を行った後、6県6地域における聞き取り調査、並びに、三重県で行われる海女サミットへの参加を予定していた。しかしながら、2019年度末からの新型コロナウイルス感染症の流行（以下、コロナ禍）を受けて、アンケート及び聞き取り項目の作成、調査対象者の具体的選定等を予定通り行ったものの、上記6県6地域における聞き取り調査は、三重県で行われた海女サミットへの参加を除き、未実施（延期）であった。
