项目摘要

本年度は他産業を含めて従業員の人材育成の取り組み状況について調査するとともに、農業法人における従業員のエンプロイアビリティの把握状況について考察した。他産業における人材育成事業に関しては、特に林業分野においてキャリアアップ支援が実施されており、農業分野においても参考となる取り組みが進められている。農業分野についてみると、従業員の人材育成、独立就農支援を実施している農業法人A社では、農業版iCD（iコンピンテンシ・ディクショナリー）を作成し、業務（タスク）と従業員の能力（スキル）について把握できるようにしている。農業版iCDでは、農業生産などのタスクについて5段階の評価項目を用いて習熟度を診断し、数値として把握することで、診断結果と教育プログラムが連動している。この農業版iCDにより、各従業員の理解度、習熟状況等に合わせた適切な指導、育成を可能にしている。また従業員側からみても、就農１年目から理解度の現状が把握できるという利点とともに、今後の作業内容や流れについて事前に理解することができ、２年目以降に克服すべき課題が明確になっている。これらの結果からは、作業のタスクの明確化、及び習熟状況の把握は、農業法人の従業員のモチベーションを高める可能性があることが推察された。さらに、本年度は従業員のエンプロイアビリティに関する研究を含め、これまでの農業法人における従業員の人材育成に関する研究成果をとりまとめて、農林統計出版から『農業労働力の変容と人材育成』を刊行している。

This year's research on agricultural workers includes the publication of research results related to the cultivation of agricultural workers by agricultural and forestry statistics.
