项目摘要

昨年度に引き続き、COVID-19のため、年度当初の研究会をオンラインで開催した。研究会では、ここまでの各自の研究成果を共有するとともに、年度内の計画の再検討を行った。年度を通した本科研の成果は次の通りである。1）参画研究者各自のテーマである地域社会、労働、女性、制度、産業、教育、行政について、それぞれの年代、アクター等の絞り込みを行うとともに、研究の深化を図った。2）山本伸幸は、占領期林政下における，秋田，山形両県の2つの林野経営協議会の展開過程の分析を通して、地域森林管理の実像を歴史的事実から明らかにした。県知事のリーダーシップの下、県行政による国有林、民有林一体の地域森林管理を試みた秋田県林野経営協議会は、新たな地域森林管理の可能性を示した。しかし、国と県の対立は、最終的に県行政の自立性を削ぐ結果となった。一方，山形県国有林野経営協議会は，全国総合開発計画に先行した県総合開発計画の一部としてユニークな活動が行われた。しかし、その活動はあくまで国有林に従属したものであり、民有林と併せた森林管理全体を展望する視点を欠いた。2つの協議会は，いずれも国有林による掌握に収斂し、地域森林管理としての側面は希薄化した。3）志賀和人は、地域公有林の系譜と未来と題する連載特集において、スイスと静岡県の事例を中心に、市町村・財産区有林の現状と展望について論じ、従来のセクター論、縦割りの法制度・政策の執行状況の現状と限界を明らかにし、地域視点に立脚した時空把握を基礎とした研究展開の必要性を示唆した。
