项目摘要

2012年度は、最終年度であるため、これまでに得られた知見に基づいて、できるだけ広くコメントや批判を集め、それらを参考にして森林関連伝統的知識を活用した中国における森林管理施策の前進に向けて必要とされる基本項目や政策措置を明らかにし、政策提言とするための作業を行った。その際、温暖化対策との関連で重視されているREDDプラス(開発途上国における森林減少および森林劣化からの温室効果ガスの排出削減ならびに持続可能な森林管理による炭素蓄積の増加)メカニズム、生物多様性条約で採択された愛知ターゲットおよび里山イニシャチブ、持続可能な開発の促進およびミレニアム開発目標、また、リオプラス20の成果など、森林保全に関連する国際的な動向を最大限反映させるよう、国内外の研究プロジェクトと連携を図った。以上の分析・検討の上で、伝統的知識、伝統的生産資源管理、伝統的社会・文化、持続可能な農林水産業、生態系管理、生物多様性保全、地元参加型経済活動、および地元への公正な利益配分などの課題を総合的に表す概念であるSEPLs(社会生態的生産ランドスケープ)に基づいて横断的アプローチを提唱した。そのアプローチに沿って、森林関連伝統的知識を活用した中国における森林管理施策に必要とされる基本項目と政策措置がまとめられた。なお、そのとりまとめに当たっては、雲南省の事例調査を通じて築かれた、雲南大学、中央民族大学および人民大学との間の協力ネットワークが有効に機能した。
