中小企業におけるNON-R&D活動とイノベーション創成との関連性についてパネルデータによる実証的研究を進める予定であったがコロナの影響で研究成果をまとめる段階に至っていない。その間、コロナによる中小企業のイノベーション創成への影響を調査する研究に携わってきた。パネルデータ(2014年と2022年）による分析結果と昨年度に実施された調査データの解析から、コロナ禍がすべての中小企業のイノベーションレベルの創成にネガティブな影響を与えている結果が得られた。他方で、昨年度の郵送法によるアンケート調査(87社）結果から、新たな知見としてオープンイノベーションを進めている企業の中で特に「新規開拓を積極的に進めICTを活用し販売先とのオープンイノベーションを展開する中小企業においてイノベーション創成へのコロナの影響は小さい」ことが、また、中小企業経営者へのインタビュー調査( 製造業３社）から対面を中心とする取引先からの情報をイノベーション創成に結びつけている中小企業においてはイノベーション創成へネガティブな影響が強かった」ことが明らかになった。また、R&Dへの積極的投資を行ってきた中小企業ほどコロナの影響を受けない傾向にあるとの研究報告がなされているが、本調査のR&D投資の測定尺度「売上高にしめる研究開発費比率」から観た場合、売上高に占める研究開発費比率が高い中小企業ほどイノベーション創成へのコロナのネガティブな影響が小さいという結果は得られていない。R&Dへの継続的投資が経営基盤を強化し喫緊の外部環境変化への対応力を高めるという結果は認められなかった。
