项目摘要

当初の計画では、当該年度において海外の世代間交流に類すると考えられる活動の実態を調査するために、実際に現地に赴く予定であった。具体的には、米国において実施されているFoster Grandparent Programの調査である。しかしながら、新型コロナウイルス感染症の世界的な流行・蔓延の影響により、実行することが困難であった。そのため、代替手段として、ユニットケアの導入等でわが国の介護施策にも影響を与えているスウェーデンの高齢者福祉について、世代間交流・異世代交流を視点に文献調査を行った。その結果、既に18世紀の頃から必ずしも老親を扶養するという義務はなく、農園等の財産を相続する者が扶養していたことを指摘する文献がある一方で、老親が成人した子どもと共に暮らすという家族規範が存在していたものの、徐々に核家族という家族形態が制度化・固定化されていると考えられていったことにより、家族機能が注目されなかったとする説も存在した。これらはそれぞれ見解が異なるものの、家族・親族による介護が基本ではないという文化を垣間見ることができるという点においては共通しているといえる。また、2000年代初頭の子どもとの同居率が約4％であったこと、現在では65歳以上の高齢者の3人に1人が独居であること等は、その状況を如実に表しているといえる。ただし、このような経緯歴史的経緯や、施設入居率や独居率が高いという現状があっても、一概に世代間交流が十分に行われていないと判断することはできない。子や孫等の世代と同居していない場合でも、いわゆる「近居」という形態で日常的な交流が行われている場合も考えられるからである。現時点では文献調査のみであり、この点を詳細に調査するには至っていない。これらはあくまでも、スウェーデンという一国の状況を概観したに過ぎないが、今後の世代間交流のあり方を模索するための参考となった。
