项目摘要

本年度は、大蔵・内蔵について前年度発表した口頭報告の成稿に取り組んだ。古代日本において、クラは純粋な物資の集積施設ではなく、各地の豪族から集めた神宝や武器を収納した施設であり、神威が示される施設であったことを指摘した。そして、古代の租税制は、そうしたクラの神威性を前提として、各地から集めた貢納物を収納することに意味があったことを明らかにした。この成果はまだ公表に至っておらず、早期の公表に努めたい。また、実際の地方官衙における財政運用のありかたを具体的に明らかにするために、多賀城をはじめ東北地方の城柵官衙施設における官衙内での運営の仕組みや城柵への物流のあり方について、関連資料を収集し、検討を進めた。その史料調査の一環として、近年出土した山王遺跡出土の具注暦木簡についての知見を多賀城市埋蔵文化財調査センターの報告書に掲載した。さらに、東北への軍事物資供給の基地となっていた坂東諸国の国郡財政について、8世紀から大規模な征夷が終息した後の9世紀にかけて、① 文献史料、② 出土文字資料の双方を用いて、検討を加えた。古代国家の東北政策と坂東諸国の国郡財政との関係については、かつて一国単位での財政融通という観点から論文を発表したことがあったが、今回はより具体的に、①については主に9世紀初頭における俘囚移配政策について、また②は栃木県下野国府跡木簡や茨城県鹿の子C遺跡出土漆紙文書などを取り上げ、在地における財政運用や生産体制を明らかにした。
