Paradigm Change for the Work of Person with Disability: Innovation of Disability Concept and Social Economy

关于日本残疾人的世界机会，劳动力市场和福利机构的工作分工是显而易见的。 本研究旨在打破这种割裂的状态，寻求在社会企业体系下，残疾人获得新的工作和就业机会的条件。 在这一主题中，残疾人的第三种工作方式可以在社会经济领域得到期待。 在日本，一些地方政府也进行了新的尝试。 在欧洲，我们可以找到各种社会和团结经济的案例，如意大利的社会合作社，法国的SISC等。如果我们看看亚洲国家，社会企业促进法在韩国已经实施了五年。 本研究揭示了实现这第三条道路的社会和政治条件，以克服日本残疾人二元劳动市场制度的限制。

With regard to world opportunity of persons with disabilities in Japan, it is evident the division of work in the labor market and work in the welfare institutions. This study aim to break down such a divided state, and seek conditions of the new work and employment opportunity for PWD in the system of social enterprise. In this theme, the third way of working of persons with disabilities can be expected in the field of social economy. In Japan, new attempts have been made in some local governments. In Europe, we can find the various cases of social and solidary economy like as social cooperatives in Italy, SISC in France, etc. If we look the Asian country, the social enterprise promotion law has been carried out in South Korea from five years. This study revealed social and political conditions for realizing this third way to overcome the limit of the dual labor market systen for PWD in Japan.
