近年、エビデンスに基づいた政策決定の重要性が広く認識されるようになった。このような取り組みを進めていくためには、政策立案者が関心を持つ母集団に対する信頼できるエビデンスを得ることが重要になる。しかし、特定の母集団の信頼できるエビデンスを収集することは多くの状況で困難を伴う。そのような状況では、異なる母集団のエビデンスを用いて意思決定を行うということが頻繁に行われている。メタアナリシスという分野では、このような状況での様々なエビデンスの集約方法を提案しているが、政策立案者の意思決定問題を考慮したエビデンスの集約方法は提案されていない。そこで、本研究では、政策立案者の意思決定問題を定式化し、政策立案者が関心を持つ母集団に対して最適な政策を決定するためのエビデンスの集約方法を開発する。この課題に取り組むために、本年度は提案するエビデンス集約方法の理論的な性質を明らかにした。これまでの研究で得られたエビデンスには推定誤差が存在するため、この問題は不確実性が存在する下での意思決定問題となる。統計学の分野では、このような問題は統計的決定問題と呼ばれている。本研究では、政策立案者が直面する意思決定問題を統計的決定問題として定式化し、統計的決定理論でよく用いられる基準の下で提案するエビデンス集約方法がどのような性質を持つかを求めた。本年度は上で得られた結果の一部を"The 2022 Asian Meeting of the Econometric Society"と"Risk and Statistics, 3rd Tohoku-ISM-UUlm Joint Workshop"で発表した。まった、その内容をworking paperとして公開した。

In recent years, the importance of basic policy decisions has been recognized. The policy makers are concerned about the importance of information and communication. The information of a particular parent group is difficult to collect and the situation is difficult to solve. The situation is different, the parent group is different, the rational decision is different, the frequent decision is different. A proposal for an intensive approach to the problem of rational decision-making by policy makers is considered. In this study, the rational decision-making problem of policy makers is formulated, and the intensive method of policy makers 'concern for optimal policy decisions is developed. This year's proposal is based on the theoretical nature of the intensive method. This research has resulted in the existence of presumptive errors and the existence of rational decision-making problems under uncertainty. The problem of statistical decision is called the problem of statistical decision. This study addresses the issue of rational decision-making by policy makers, statistical decision-making issues, and statistical decision theory. The results of the 2022 Asian Meeting of the Econometric Society were presented in the Risk and Statistics, 3rd Tohoku-ISM-UUlm Joint Workshop. The content of the paper is open to the public.
