项目摘要

本研究の目的は、大都市に集まる高スキル労働者のサービス消費が当該地域でその生産を担う低スキル労働者の労働需要や賃金を上昇させる「消費の波及効果」に注目し、それが地域間賃金格差をどの程度説明するのか、この賃金上昇がどのような属性の労働力参加を促すのかを実証的に解明することである。大都市で働く労働者が高い賃金を受け取る主要な要因の1つとして、人的資本を蓄積した能力の高い労働者が多く集まる大都市では密な人的交流が「知識の波及効果」を生み、各労働者の生産性が向上するという集積の経済が挙げられている。しかし、この要因では就業者の多くを低スキル労働者が占める職業の大都市での高賃金を説明することが難しい。本研究の重要性は、一部の研究により指摘されている「消費の波及効果」の役割に注目し、これまで十分には明らかにされていなかった大都市における低スキル労働者の高賃金の要因を解明することを試みる点にある。消費の波及効果は様々なスキルの労働者が都市という特定の範囲に近接していることを前提としている。そのため、本研究を行うことにより、コンパクトシティといった地方創生に関連する政策の妥当性を検討するための材料を提供することが期待される。本年度は、統計法第33条に基づき政府統計の調査票情報の利用申請を総務省と厚生労働省に対して行い、実証分析に利用する予定のデータの入手を完了した。また、そのデータの整理を進めた。さらに、都市集積と労働市場の関係について議論した既存研究を調査して、この研究領域における論点を整理し、「日本労働研究雑誌」に論文を発表した。
