河川環境は流域住民にとっての共有財であり、その保護には行政と住民が提携することが重要である。その際、流域自治体で河川環境に関する活動を行うボランティアの環境団体は、相互の意見を伝達し利害を調整する仲裁役として期待できる。しかし実際には、環境団体に対する住民の関心が低く、一部の住民から構成される環境団体と行政が対立する地域も多い。本研究では平成10年度から11年度にかけ、環境団体と住民との乖離を調べるために、兵庫県武庫川をフィールドとして、環境団体のボランティア・ネットワークへ参加している団体員と、そうした集団行動へ加わらない一般住民との、武庫川に対する態度・行動の比較調査を行った。武庫川の環境保護を目指した活動を展開する29団体の団体員202名、ならびに武庫川流域の4市町から抽出した1300名の一般住民を対象にアンケート調査を実施し、それぞれ95名(有効回収率45.5%)、735名(有効回収率56.5%)から回答を得た。一般住民のうち、合成洗剤を使わない、署名に応じるなどの行動をとる者は比較的多く、団体員との差は見られなかった。しかし、団体に寄付をする、実際に参加するという行動をとる住民は1%程度であった。ただし、参加したいという意図は、5割近くの住民が持っていた。河川に対する愛着感や環境を守るべきという義務感には団体員と一般住民で差がなく、団体と接触する機会を持っているか否かには、両者に明確な差が見られた。これらのことから、河川環境を保護する個人行動には団体員と一般住民で差がなく、何らかの集団行動をとろうとする際に、団体や周囲の人々と連絡する機会がどの程度あるかによって、両者の差異が生じてくると考えられる。
