規制緩和論は、現在の経済停滞とグローバル化のもので、政府等の規制によって保護された寡占的産業に対して、以下のような論理系列で効果を発揮するとしている。規制緩和→新規参入→価格競争→価格低下→消費者への利益・国際競争力の増加。新規参入に伴うシェア獲得のために価格競争が生じるとするならば、一時的には価格低下は生じる可能性はあるし、また現実に生じている場合もある。日本における電話や航空機産業の一部では、新規参入にともなう価格低下が生じている。長期的にどうなるかという点については、規制緩和が進んでいる米国の航空業界と比較してみると、1978年に米国の航空業界で規制緩和されたのち、1980年代では、企業の新規参入にともない、航空料金が下落した。だが、1990年代に入ると、新規参入の企業のうちほとんどが経営難に陥り、大手の企業の市場シェアが増大することになった。そして、寡占の増大に伴い、料金は下落から、上昇に変化しているのである。つまり、規制緩和は、短期的には新規参入を誘導し、価格低下を生じさせる可能性があるが、長期的には寡占が強化されるにつれて、価格はふたたび上昇し、その効果は相殺されてしまっているのである。価格低下の問題は、結局寡占の強弱に比例するのであり、寡占の規制が根本問題にある。そして、規制緩和はその問題に対して、短期的には有効であっても、長期的には効果を発揮しないことがあきらかになった。寡占価格の理論的解明と、その有効な政策の模索がますます重要になってきている。
