わが国の農業における最も基礎的な資源である農地の賦存をめぐる状況は新たな段階に直面している。こうした事態に直面して、複数の論者がわが国農地面積の減少という問題に警鐘を鳴らし始めているが、本研究では、まず、“農地資源量減少問題の3つの視点"として、論点を整理した。そのうえで、あらためて既存の農地賦存を明らかにするデータについての検討を行った。主な対象としては、耕地面積統計および農業センサスであるがこれに農水省の農業生産基盤調査結果を踏まえて検討した。その結果、農地賦存量をストック量だけで捉えるのではなく、フロー量(拡張・潰廃)も含めて考察することが重要であるとの認識をえた。耕地面積統計による1995年のわが国の耕地面積(沖縄県を除く)は、約499万haであるが、1960年の約607万haから、202万haもの耕地減少と96万haの耕地拡張の結果、現状に至っているからである。地域差を考慮に入れれば、さらにそのことは重要なポイントとなる。その上で、わが国の農地賦存の推移の時期区分をおこなったが、概ね、1970年までの“拡張・潰廃面積増加期"、1970〜75年の“拡張・潰廃面積激発期"、1975〜85年の“拡張・潰廃面積減少期"、1985年以降の“潰廃再増加期"に区分できた。農地転用の要因分析については、大きくは、“都市的潰廃"と“粗放的潰廃"に分離できるとともに、特に、“粗放的潰廃"については、経済的要因、労働力要因の2つの大きな要因があると整理した。そのうえで、特に経済的要因に着目し、その中でも圃場条件の差異が、地域ごとの農地減少の差異をもたらしている中心的な要因であるとの知見を得た。
