项目摘要

本年度の研究ではまず、京都市都心部の人口動向について検討した。都心部の人口は減少傾向にあるが、1980年代後半から世帯数は増加しており、これは世帯あたり人員減少の影響である。当地区では従来より職住同居・職住近接が実現可能であったが、職場はサービス経済化の影響を受けており、自宅での従業者は減る一方で、職場近辺での居住者は増加している。新規来住者は、伝統的な町家よりも共同住宅に多くみられる。年齢構成は、住宅の種類により異なり、共同住宅では比較的若い単身者や家族世帯が多いのに対し、伝統的な町家では高齢者が多い。共同住宅の居住者にも年齢構成に偏りがあるため、都心部の人口の質的構成の是正には、今後の町家居住者の動向が重要である。次に、個別的に新規来住者がみられた西陣地区の状況について検討した。当地区には、空き家となった伝統的な町家が多数存在する一方で、こうした町家への居住希望者に物件を紹介する組織が存在する。空き家の所有者の多くは、現状維持か居住者による修繕を条件に、共同住宅並みの家賃で貸している。こうした伝統的な町家の修復・再利用の動向は、地区外においても少数ながら起こっており、今後当現象の発現の可能性は大きいと考えられる。また、歴史的中心市街地の持続的な発展の可能性について考察した。人口増加の影響を及ぼした共同住宅は、都心部に多数存在する路地とそれに面した町家を取り壊して統合された敷地に建設されたものが多い。路地は地価も相対的に低く、今後再開発される可能性も高いが、伝統的な町家の存在する場所であり、コミュニティを保全するためには修復型の再開発が必要である。近年では景観に配慮した町家型集合住宅の建設とともに、町家を活用した店舗も多数あり、これらは歴史的中心市街地の持続的な発展を導くひとつの方策であるが、何よりもまず、人口の安定した社会をめざすことが重要である。
