平成14年度は以下の研究・調査を行った。(1)文献研究不登校に関する先行研究を検討する。ただし教育学等の専門書のみならず、他の学問領域からも幅広く調べ、特に阪神淡路大震災以降に培われてきた知見に注目し、これまでの研究成果を整理した。同時にリエゾン機能に関連する地域ネットワークに関する海外の事例についての情報も収集した。(2)フィールド調査1999年に実施した不登校児童・生徒の学び舎に関する全国調査の分析結果から、リエゾン機能(の可能性)を有する地域として沖縄県石垣市を選定し、現地調査を行った。訪問調査先は不登校児童・生徒の「受け皿」として機能している適応指導教室や青少年センター、教育庁事務所その他の福祉関連施設である。こうした地域におけるキーパースンの役割や教育行政と他のセクターとの連携の可能性などについて現地で聴取した。(3)調査地に関する基礎データの把握石垣市の社会状況を把握する。その地域の歴史・風土をはじめ、産業構造、教育・福祉の現状、青少年問題等に関する基礎データを把握する。さらに、現在に至るまで、不登校をめぐりどのような問題が起き、いかなる対応策が打ち出され、実践が形成されてきたのかについても調べた。過去5年間にわたる同市の不登校発生率等を全国平均と比べるグラフを作図し、全国平均よりも厳しい現状にあることが分かった。(4)外国調査上記(1)で分かったアメリカおオレゴン州のユージーンにおけるリエゾン機能について現地調査を実施した。同地域の市民ネットワークは刷新的なリエゾン機能であり、市民の参画の在り方など、今後の日本のリエゾン機能の充実をはかる際の参考となることが分かった。
