本研究では「内発的発展」を発展途上国・地域の識字問題解決のための有効な理論であると位置づけ、研究に取り組んだ。当該年度の前半は、内発的発展論関連の文献・資料の収集、特にユネスコ関連の文献の収集に努めた。また、海外の識字教育協力プログラムに携わっている国内の民間組織(NGO)を訪問し、事業を施行している担当者に対するインタビュー等を実施した。その中には「世界寺子屋運動」を推進している日本ユネスコ協会連盟やアジア・太平洋地域を対象に識字教材の開発等に取り組むユネスコ・アジア文化センターが含まれる。前者については、南アジアのプロジェクトを対象に内発的発展の事例の文献(報告書等)の研究やプロジェクト責任者に対するインタビューを中心に行った。後者については、内発的要素を重要視して作成されたと思われる教材の収集と同時に、識字プロジェクトを長年運営してきた担当者に対するインタビューも行った。この際、本研究の一つのキーワードとして筆者が捉えている「エンパワーメント」に関して事業担当者から多くの知見を得ることができた。年度の後半は、前半に収集した資料の整理やインタビューのまとめ、分析等に従事した。また当研究のレビューのため、カンボジアを訪問した。首都プノンペンでは、識字教育関連の国際機関(ユネスコ)と教育省や女性省などの専門家より研究のレビューを受けた。また、シエムレアップでは、フィールドの専門家を中心に研究内容等についてのレビューを受けた。とくに現地での経験の豊富なユネスコ職員や国連ボランティア職員、国連開発計画の下部組織のフィールド・オフィサ-らからはカンボジアの社会的固有要因に関する多くの具体的事例が示された。これらの作業を通して、内発的発展にとって社会的固有要因がいかに重要であるかを認識すると同時に、社会的固有要因と内発的発論の関連性という今後の研究課題を明確にするに至った。
