本研究の目的は、80年代における中国とソ連の改革(とくに市場経済移行)の過程における対照的な動態を要因別に分析することである。当初研究計画に示した研究課題の順序が逆になってしまったが、おおよそ以下の研究成果をあげられた。1.まず中ソ比較分析の枠組みを構想する段階で、欧米やロシアでの最近の研究成果をフォローしていき、方法論ないしアプローチ上の論点に整理して、自己の見解をも交えながら、とりあえず試論としてまとめた(これは95年4月に投稿予定)。そこで新たな知見として得られたことは、(1)この分野ではスタンスの違いもさることながら、古典的な二分法に基づく結論付けは極論になりがちで、体制の様々な要因・制度の組合せがあり得ることを明確にした。(2)ソ連の崩壊原因については種々の異論があるが、システム内在的要因だけでは説明できないこと、また中国の場合、低開発国に対するモデルとはなりえても、不安定要素が大きいことを指摘して、将来性のあるものではないことを指摘した(この点では、特にW.BRUSの研究から得るところが大きかった)。2.80年代後半からの中ソの動態について比較数量的分析は目下進行中である。ここでは、社会経済体制を10側面に分割し、基本統計資料を用いながら、中ソの差異と同質性を摘出するよう分析している。私は、M.ELLMANの方法論的立場と共通するところが大であり、中ソの政策当局の巧拙により経済パフォーマンスに違いがでてくることを強調している。つまり例えば、改革はかならず下からのイニシアチブと支持がなければ成功しないこと、発展段階の差異の故比較不可能とするのでなく、規模が大きいという理由からだけでなく、市場諸関係の形成に関しては「漸進的な進み方」しかないこと等を、中ソの実際の経験から引き出せるとしている。以上。
