本研究の課題は、改革・開放時代の中国における幹部制度のあり方を解明することである。この課題を分析するための基礎作業として、今年度は中華人民共和国成立以来の幹部制度の変化の軌跡を資料的に整理することを重点的な作業項目とした。幹部制度が中華人民共和国の共産党による支配体制の核心を構成しているだけに、その具体的な内容はごく一部分しか公表されていないからである。したがって、依然として不透明な分野の多い幹部制度の実態を明らかにしているすでに入手済みの数点の資料集および関連資料集十数点を中心に、幹部制度に関わる指導者たちの重要報告や個別的通達など計二千点以上を時系列的にパーソナル・コンピューターへ入力した(この入力作業は、作業従事者により主として実施した)。これにより、現代中国の支配と行政の骨格を構成する幹部制度の形成と変遷の概要を示す事が、かなりの程度まで可能になった。すなわち、共産党に対するイデオロギー的・繊維的忠誠の重視から個々の専門分野における能力の重視への緩慢な転換が、幹部制度において発生してきたといえる。ただ、この基礎作業自体、なお不十分なので、今後さらに充実させることを期したい。また、入力したデータを検索とアクセスが容易なデータベースへ早急に変換させる必要がある。以上の重点物な基礎作業と同時に、幹部制度と現代中国の政治過程の歴史的展開との関連づけ、ならびに旧ソ連のノーメンクラワーラとの比較に関する研究も実施した。その成果を要約すれば、幹部管理に対する共産党の指導という特徴の連続性とともに、より実務的な能力を重視する傾向も出現している。
