Who produce social welfare policy and who consume it?: A comparative study of the policy of Long-term care Insurance in Korea and Japan

研究发现，在日本，大量的社会需求和国家与各种利益集团之间活跃而广泛的互动带来了新制度的引入。相比之下，在韩国，关于引入新制度的社会共识很少。在这些问题上，有一些社会要求和声音。因此，政策的实施也很少依赖于公民社会，表现出完全市场化的一面。

This research found that in Japan a large social demands and active and wide-ranges of interactions between a state and various interests groups brought the introduction of the new system. By contrast, in Korea, there are little social consensus on the introduction of the new system. There were a few social demands and voices on the issues. As a result, the implementation of the policy also rarely rely on the civil society and showed a exclusively market-oriented aspect.
