本研究の実施者は、近代屈指の世界大国イギリスが、19世紀以降の東アジアの国際環境をどう影響したのかということに関心を抱き、それを理解する一環としてこれまで1876年から1895年までの時期の日英関係史研究に携わってきた。本研究者が意識してきたのは、近代日英関係史研究において広く浸透している、同時期の日本とイギリスの関係は概ね友好的だったみなす通説を再検討することである。19世紀後半の時期に関しても、条約港開港直後の暴力の応酬を乗り越えた後の日英関係は、イギリスが日本に近代社会のエッセンスを伝授した「良き師弟関係」に変容し、また軍事外交的にも利益を共有したと理解されることが多い。この通説に対して本研究者は、1895年以前の日英関係は、友好的と言うには程遠い状況であったということを主張してきた。この時期の東アジアにおいては、清朝中国が地域最大の勢力として台頭しており、日英両国は清朝との関係を優先させざるを得なかった。また、明治初期は条約改正問題が日英間の最重要外交課題として残っており、この問題が解決されないうちは両国の接近は難しかったのである。しかしながら、それにもかかわらず日本とイギリスは日清戦争終結からわずか7年後に日英同盟を締結するに至った。それがなぜできたのかという観点から、日英関係を再検証することが、本研究の問題意識となる。そして、この点を明らかにする上で、本研究は、世論が日英関係に与えた影響に注目する。1895年から1902年の時期の日英関係史研究には、すでに多くの優れた先行研究が存在するが、世論や政府外アクターが、政府の外交方針決定過程をどう影響したのかという点の検証はまだ不十分である。以上の点を意識して、本研究は19世紀末の日英関係史や国際関係史研究に新しい視座を提供することを試みる。
