发展至今已有三十多年的时间，我国最初的新城与新城之间发生了很大的社会变化。目前存在着居民老龄化、空房增多、住宅狭窄、腐朽等问题。这样的条件是不允许的。是时候进行适当的城市重建了。从各个方面详细把握初建新城的现状，从住宅、邻里中心、土地利用、人口流动等方面进行分析，并以此为基础进行研究，为未来规划提供借鉴。在研究内容上，从建房以来的各种记录中，追溯了住区目前主要变化的实际情况，以及住区（两章）、邻里中心（三章）和土地利用（四章）这三个与改造规划有关的主要项目。并在通过实地调查和听证调查后，对目前的改造规划和实施条件进行了考察，找出了解决问题的方向和今后应努力解决的问题。此外，利用人口流动的数据，对新城区的老龄化现象进行了分析，这是最大的因素，应该是再生业务的必要条件。以整个新城为目标的综合改造商业计划的必要性参考了英国先进案例的调查结果，对各新城、各住宅小区、各公司改造方法的适用方向等进行了考虑。

More than thirty years have already passed since the development, the social change between that of the initial new town in our country is very big.It has various problems such as the resident's aging, increase in the vacant house, the narrowness of the residence and decaying at present.
