本研究では、欧州や米国の大学・研究機関における事例の調査を行った上で、日本の学術機関において、日米欧の個人情報保護法制に関してどのような影響が生じているのか、どのような体制整備が望まれるか等について、研究機関の研究マネジメント担当教授、大学リサーチ・アドミニストレーター経験者、弁護士、政府資金配分機関の経験者、民間企業の方々からなる専門家グループによる討議を行い、論点を抽出した。国内外の大学・研究機関に対するより詳細な調査を実施するための質問項目について、検討を行った。医療データと人工知能のライフサイエンスへの活用には、個人情報保護、データ共有ルールといった課題があり、これらがデータ提供者の心理的側面に影響を及ぼす。医療データの提供によりもたらされる研究成果には公共財的な特性があり、すべての人が提供すれば全体の便益が最大化するのに、各個人の効用はデータを提供しないのが最適であるため、誰もがデータを提供しなくなるという状態に陥る可能性がある。本研究では、医療データ提供に関する数理モデルを提案し、シミュレーションを行うことにより、自発的データ提供者の「呼び水効果」が生じれば、非協力の均衡ではなく、協力の振る舞いが誘発されるという可能性を指摘した。また、次世代医療基盤法が個人データを用いた研究の実施にどのような影響を与えたのかについて、定量的に分析するためのデータの収集とクリーニングを行った。これを踏まえて、今後分析を行う予定である。
