项目摘要

本研究に関連した昨年度までの調査研究により現在までに、(1)日立市を中心とする北茨城の海岸が有する良好な景観的資質とその活用の現況、(2)対象地域の明治後期〜現在までの臨海部の土地利用の変遷、(3)昭和20年代〜現在までの海岸構造物の変遷と海岸地形の変革についての成果を得ることができた。本研究では、これらの諸事象の関連性を更に分析し、海岸の望ましい活用の方向を見いだすために、住民の海岸利用の実態と意識についての調査を実施した。さらに、海岸環境の表現および評価のための支援システムとして、日立市域の海岸も含めた地形、土地利用等に関するデータシステムの開発を行った。その結果、以下のことが明らかになった。(1)関東地区(茨城県を除く)からの日帰り客が全利用客の8割強を占めており、その来訪理由として、交通の便がよい、空いている、自然環境がよいが圧倒的に多い。将来、北関東自動車通、圏央道等の道路整備にともなって、この傾向は益々強くなると予想され、それに対応した環境計画を見定めておく必要がある。(2)北茨城の海岸は、サーフィン等多様なマリンスポーツ活動に適した場所で、それらを楽しんでいる人ややってみたいと考えている人が多いことがわかった。沿岸域は、地元住民の漁業の場、日常生活の場でもあり、沿岸域を複合的に利用するためには、本研究で明らかになった海岸環境的特質に応じた沿岸域の適切なゾーニングと、その環境的特質を活かした利用・保全に向けての枠組みとコントロールのための方策づくりが重要である。(3)日立市の沿岸域には、神磯など民俗学的に重要な磯や魚介類の生息する漁場として重要な磯場が多数存在していることがわかった。レクリェーション活動の場としてみても、海中の地形は重要である。従って、沿岸域の環境計画策定のためには、現在情報の不足している海中の詳細調査とそのデータシステムづくりが不可欠である。
