项目摘要

本研究では、地域社会の海岸に関わる開発計画、特に観光レクリェーション計画、景観計画の見地から、茨城県北部の海岸を対象に、海岸部の都市化による影響と海岸域の有する環境的資質を把握することを試みた。その結果、以下の成果を得ることができた。(1)茨城県の海岸保全施設の設置状況を調査し、自然海岸の景観タイプ、人工海岸の形態の類型化を行い、海岸景観の状況を把握することができた。(2)海水浴場、港湾等における現地調査とアンケート調査により、海岸部のレクリェーション利用特性を把握するとともに、釣り、磯遊び、バードウオッチング等の観点から、レクリェーション資源としての生物の分布と地形特性等との関連性を把握することができた。(3)民俗学的調査やアンケート等の調査から住民やレジャー活動をする人々の海岸環境の認識とイメージ把握、更に、海岸環境の保全・活用への意識を探ることができた。(4)日立市域の海岸を含めた地形、土地利用等に関する細密データシステムを構築し、海岸環境の表現および評価支援システムを開発した。以上の成果に基づき、海岸環境計画に資する知見をまとめると以下のようになる。(1)海岸のレクリェーション活動の多くは、海岸の自然環境をベースとしており、その開発計画において自然環境を重視した海岸域の保全・活用計画が不可欠である。(2)住民の日常生活や漁業の場あるいは港湾施設等がレクリェーション活動の場となっており、今後、複合的利用のためのルールづくりやゾーニング等の方策づくりが重要である。(3)沿岸域には、神磯など民俗学的に重要な磯や魚介類の生息する漁場として重要な磯場が多数存在する。沿岸域の環境計画策定のためには、現在情報の不足している海中(干潟も含めて)の詳細調査が必要である。
