Sector Wide Approach Program in Basic Education Assistance for Developing Countries

近年来，全部门方法方案已成为发展中国家基础教育援助的重点。本研究考察了联合国国际开发署（美国）和瑞典国际开发署作为捐助国。这两个机构采取的是示范体系，即选择核心地区作为项目模式，然后受援国政府在国家层面上推广项目，作为受援国，本研究考察了孟加拉国。国际援助社区提供小学教育发展方案，作为全部门的办法。115全部门方案涉及孟加拉国政府的所有权问题，全部门方案尚未被国际社会接受，需要进一步研究。

Recently sector-wide approach program has been focused as assistance modality in basic education for developing countries. This research examines United Agency for International Development (U.S.A.) and Sweden International Development Agency (Sida) as donor countries. The two agencies adopt demonstration system, that is core region is selected as project model, and then the recipient government expand sthe project at national level.As recipient country, the research examines Bangladesh. International assistant community provides Primary Education Development Program as sector-wide approach. This sector wide approach program involves ownership problem of Bangladesh governmentIn conclusion, sector-wide approach has not been accepted by international society, and further research is required.
