我が国はほとんどあらゆる種類の災害が大規模に発生する自然条件下に置かれており、その上、最近の国土開発の進展や社会環境の変遷に伴って、災害の様相は変貌し複雑化している。本研究は学術審議会の建議にのっとり、まず当面推進すべき、3小領域の研究を強力にかつ効率よく推進するために、研究の評価、調整を行い、研究成果の討議・広報の機会を与えて実用に供するとともに、さらに災害研究の基礎的問題に関する検討を行うごと、等を目的とした体制を整えて実効あらしめた。一方、自然災害の研究には実際の災害に対する実証的研究が不可欠であるが、災害は決して単一の様相を示すものではなく、地域特性を持って、多角的に現われるのを常とする。したがって、突発災害調査と効果的に行うためには、広い専門分野および地域の専門家による迅速な組織作りがなされなければならない。本研究班ではこのような体制を整備している。さらに、本重点領域は6年間継続することとなっているうちの後半3年分の初年度として大いに研究を推進すよう体制を整えた。本年度から新しく出発した「広域水害・雪害」「内陸地震および火山の災害」と継続の「社会の防災力」の研究推進、調整および評価:研究代表者、総括班幹事(南)、3小領域代表者(高橋,荒牧,水谷)を中心に計画研究の代表者等によって行い,計画研究,公募研究を強力に推進した。1.3研究小領域の研究推進・調整および評価:研究代表者、本部幹事、3小領域代表者を中心に計画研究、公募研究を強力に推進した。2.災害研究の基本的問題に関する検討:5課題を設定して、それぞれ小人数の研究者からなる集中的な研究・討議を行い、全体のシンポジウムの機会に発表した。課題の選定は研究企画担当を中心に行った。
