本研究は,以下のような2つの調査研究を柱として構成されている。いずれも、1993年3月現在、調査結果の分析途中にあるが、現段階での主な知見は以下のようなものである。1.高齢者の日常生活と災害時の対応行動に関する調査 本調査は、東京都大田区内の65歳以上の高齢者900名(うち回答者は635名、有効回収率70.6%)を対象に実施された。高齢者の約9割は、配偶者、息子、娘等の誰かと同居しており、避難の時頼りになるのは、配偶者か子供だと考えている。近所の人とのつきあいに関しては、「ごく普通に声をかけあう程度」が最も多いが、およそ4人に1人は町内会の班の中に「親しい人はほとんどいない」と回答している。高齢者の日常生活における近隣関係はさほど緊密ではないという傾向も窺え、災害時に近所の人の援助は期待できないとする人が過半数に達している。それでも、加入している地域集団に関しては、「町内会」という回答が多く(約6割)、災害後の生活で頼りにできる集団についても「町内会」という回答が圧倒的多数を占めている。2.雲仙普賢岳噴火災害における高齢者の対応行動と長期避難生活に関する事例調査 雲仙普賢岳噴火災害における高齢者の避難をめぐり、町内会が中心となって、足腰の弱い高齢者の避難をサポートする担当者を決める等の対応がとられていることが明らかになった。また、全般として、災害および避難生活の長期化に伴い、地域住民の生活選択や地域社会の再編をめぐるさまざまな問題(職業と居住地をめぐる個々の住民の生活選択にかかわる問題や被災地域の移転問題等)が派生し、地域全体が岐路に立たされている状況が浮き彫りになった。なお、成果の全貌は、補足調査等を実施した上で、調査研究報告書としてまとめられる予定である。
